Decision rights

A future governing instrument must specify who can approve programmes, publish material, handle funds and access private records. Committees may advise within a defined remit; their existence does not grant unlimited authority.

Review and conflicts

Appointments should be documented with terms, responsibilities and declared interests. Reviewers should recuse themselves where impartiality is compromised. Material decisions should have a traceable record and a route for correction.
